Dr. Himanata Biswa Sarma is a member of Bharatiya Janata Party (BJP).  Dr. Sarma passed his High School Leaving Certificate examination from Kamrup Academy Higher Secondary School, Guwahati in 1985 and joined Cotton College, Guwahati for further studies. He was General Secretary (GS) of Cotton College Union Society (CCUS) for 3 conjugative terms. He did his graduation in 1990 and post graduation in 1992 in political science from the Cotton College, Guwahati. Sarma did LLB from Govt. Law College, Guwahati and obtained Ph.D degree from Gauhati University.
During his college days he was adjudged as the best debater in the Guwahati University youth festival and in many other competitions in the state.  He was practicing law at Gauhati High Court from 1996 to 2001. He was also additional standing council for govt of India in Guahati High Court during that period.
He is married to Riniki Bhuyan Sarma. The couple has two children Nandil & Sukanya. Sarma has served three terms as a MLA in Assam. He was elected from Jalukbari in 2001 and was re-elected in 2006 and 2011. Sarma has served in the Assam government as minister (both in state and cabinet rank) in Planning & development, Finance, Health & education etc from 2002 to 2014.He has resigned from Congress Party on 28th September, 2015 to join BJP for ideological reasons. Subsequently he resigned as a MLA from Assam legislative assembly on sept, 2015.

As the Minister of finance & planning and Development in the year 2002- 2006, he had brought considerable change in the field of Tax collection and revenue rationalisation in the state. During his tenure as planning & development minister Sarma has introduced many innovative welfare scheme for the people of Assam. However, Dr. Sarma had shown his administrative skill and political leadership when he was made the Cabinet Minister for Health in the year 2006 and again in the year 2011 when he was also entrusted the additional charge of Education. It is under his leadership that the health security had reached a new dimension in the state. People of the state have witnessed a cataclysmic change in the field of health and it is under his agile leadership that three Medical colleges in Jorhat, Barpeta and Tezpur have come up. He also initiated Five more medical colleges in Diphu, Nagaon, Dhubri, North Lakhimpur and Kokrajhar which are now various stages of implementation. Besides, in order have easy access to health care to the needy people of the state various hospitals have been opened up in the nook and corner of the state. Even the Govt of India in its various annual reports has singularly pointed out the achievements of Health and Education department of Assam. In the educational sectors, Dr. Himanta Biswa Sarma’s achievements have been acknowledged even by his strongest critics. It was under his leadership that more than 50000 teachers have been appointed for the first time through a transparent system called TET.

Dr. Sarma’s Book “Samagat Samay” is one of the bestselling books in the literary history of Assam. He has been acclaimed as the “Only thinking Politician of Assam” by noted litterateur, journalist Shri Homen Borgohain.

Dr. Sarma is the managing trustee of Kailash Nath Sarma memorial trust and run one orphanage and one children library from the trust.

He is currently also the President of Assam Badminton Association.
